I WANT TO ANNOUNCE TWO UPCOMING EVENTS.

WE ARE FINALLY GETTING BACK INTO FACE-TO-FACE EVENTS AND I'M DELIGHTED TO SAY THAT ON THE 11TH OF OCTOBER, WE'LL HAVE OUR FIRST MEMBER AND COMMUNITY MEETING THAT'S GOING TO BE AT THE VETERANS HALL.

THE SUBJECT IS GOING TO BE TO INTRODUCE A PROJECT THAT IS A COLLABORATION AMONG THE SCHOOL DISTRICT, BENITO UNIFIED SCHOOL DISTRICT, THE MEMBERS OF THE STAFF AT THE UNIVERSITY OF LA VERNE, RESIDENTS AT HILLCREST IN THE HISTORICAL SOCIETY.

WE'RE PUTTING TOGETHER A PROGRAM THAT WILL BE VIDEO PRESENTED FOR THE CHILDREN IN THE THIRD GRADE THAT TELLS THE STORY OF LA VERNE.

IT'S PART OF THEIR SOCIAL STUDIES HANDS-ON HISTORY PROJECT, AND WE'RE GOING TO BE LAUNCHING THE PROGRAM IN THE SPRING FOR THE SCHOOLS, BUT WE'RE GOING TO BE PREVIEWING IT IN OUR FALL MEETING.

PLEASE COME TO THIS AND I THINK IT SHOULD BE VERY EXCITING AND IT'S A TRUE COLLABORATION AMONGST STAKEHOLDERS.

MY SECOND ANNOUNCEMENT AND THEN I'LL BE DONE IS THAT ON THE 23RD OF OCTOBER, THAT IS THE SATURDAY, THE HISTORICAL SOCIETY IS HAVING ITS ANNUAL OLD-TIMERS POTLUCK PICNIC.

THIS IS A UNIQUE APPLICATION FOR A REQUEST FOR ANNEXATION INTO THE CITY OF LA VERNE.

ESSENTIALLY, THERE ARE ABOUT 900 ACRES THAT ARE NORTH OF BASELINE THAT THE APPLICANT WOULD LIKE TO CONSIDER FOR DEVELOPMENT.

IN ORDER TO ACCESS WATER, THEY NEED TO BE ANNEXED INTO THE CITY.

THEY'VE MADE THAT APPLICATION AND WE'VE GONE THROUGH THE PROCESS.

VANESSA NORWOOD, WHO IS A CONTRACT PLANNER HAS BEEN BROUGHT ON AND I KNOW THE COUNCIL IS NOT FAMILIAR WITH HER, BUT WE'VE HAD SOME LOSS OF STAFF AND SO WE CONTRACTED WITH AN AGENCY TO ASSIST US WITH SOME OF THE MAJOR PROJECTS.

[LAUGHTER] THIS IS A REQUEST FOR ANNEXATION OF THIS RECTANGULAR-SHAPED 19.44-ACRE PARCEL LOCATED ON THE NORTH SIDE OF BASELINE ROAD INTO THE CITY OF LA VERNE.

NEXT SLIDE, PLEASE. THE PROPOSAL ALSO INCLUDES A GENERAL PLAN AMENDMENT TO ESTABLISH THE LOW-DENSITY RESIDENTIAL LAND USE DESIGNATION, ITS OWN CHANGE TO ESTABLISH THE PR 3D ZONING WITH HILLSIDE DEVELOPMENT OVERLAY, SUBDIVISION OF THE PARCEL INTO NINE LOTS FOR THE DEVELOPMENT OF SEVEN SINGLE-FAMILY HOMES, ONE DEBRIS BASE ON LOT, AND ONE OPEN SPACE LOT.

A PRECISE PLAN REVIEW TO DETERMINE CONFORMANCE WITH THE CITY'S GENERAL PLANNING AND ZONING AND A TRUE REMOVAL REQUESTS FOR REMOVAL OF FOUR OAK TREES.

THE PROJECT IS BOUNDED BY SINGLE-FAMILY RESIDENCES TO THE WEST AND SOUTH ACROSS BASELINE UNDEVELOPED HILLSIDE TO THE NORTH, AND A SINGLE-FAMILY RESIDENCE TO THE EAST ACROSS BROKEN SPUR ROAD.

NEXT SLIDE. THE RESIDENTIAL PORTION OF THE PROJECT IS LOCATED ON THE SOUTHERLY PORTION OF THE PARCEL AND WOULD CONTAIN SEVEN TWO-STORY HOMES.

ACCESS FOR LOTS 1-6 WOULD BE PROVIDED FROM BASELINE ROAD AND LOTS SEVEN WOULD TAKE ACCESS FROM BROKEN SPUR.

ALL PROPOSED STRUCTURES COMPLY WITH THE MINIMUM FRONT, REAR, AND SIDE YARD SETBACKS AND MAXIMUM ALLOWED BUILDING HEIGHT OF 30 FEET. NEXT SLIDE, PLEASE.

THE DEVELOPMENT REVIEW COMMITTEE REVIEW THE PRECISE PLAN AND TO REMOVAL PERMIT REQUEST AND CONDITIONALLY APPROVED THESE REQUESTS CONTINGENT UPON THE APPROVAL OF ALL RELATED CASES. NEXT SLIDE.

THE PRECISE PLAN REVIEW INCLUDED REVIEW OF ELEVATION PLANS WHICH FEATURE CRAFTSMAN AND SPANISH MEDITERRANEAN STYLES OF ARCHITECTURE. NEXT SLIDE.

THE REVIEW ALSO INCLUDED FLOOR PLANS FOR THESE UNITS WHICH RANGE IN SIZE FROM 4,500-7,200 SQUARE FEET.

THE PROJECT'S DESIGN PROVIDES FOR THREE-CAR GARAGES AND OFF-STREET PARKING SPACES IN DRIVEWAYS. NEXT SLIDE.

THERE ARE SEVERAL SIGNIFICANT TREES ON THIS PROPERTY.

THE REQUEST TO REMOVE FOUR OAK TREES IN THE AREA OUTLINED IN RED INCLUDED A REPLACEMENT RATIO OF FOUR TO ONE FOR A TOTAL OF 16 NEW TREES, WHILE 85 SIGNIFICANT TREES REMAIN INTACT.

THE TREES PROPOSED FOR REMOVAL OR IN A LOCATION WHERE THEY CANNOT BE PRESERVED BECAUSE THEY'RE WITHIN OR NEAR A PROPOSED MAINTENANCE ROAD. NEXT SLIDE.

DISCUSSIONS PERTAINING TO THIS PROJECT AND THE PROPOSED ANNEXATION HAD BEEN ONGOING WITH LEFT COAST SINCE 2018.

DURING THESE DISCUSSIONS, THE CITY WAS ASKED TO INCLUDE THE RESIDENTIAL AREAS SOUTH OF BASELINE ROAD IN THE ANNEXATION REQUEST.

THE PUBLIC WORKSHOP WAS HELD IN JANUARY 2020 TO DETERMINE A PROPERTY OWNERS ON SMOKE TREE AND REALLY TOAST DRIVES WOULD BE INTERESTED IN ANNEXATION INTO THE CITY AS A COMPONENT OF THIS PROJECT.

EIGHTEEN RESIDENTS ATTENDED THE WORKSHOP AND NO ONE EXPRESSED INTEREST IN ANNEXATION.

A SECOND WORKSHOP WAS CONDUCTED IN FEBRUARY 2020 TO EXPLAIN THE CURRENT PROJECT AND THE NEXT STEPS FOR PROCESSING THIS PROJECT.

ELEVEN RESIDENTS ATTENDED THE WORKSHOP AND NO SIGNIFICANT CONCERNS WERE RAISED.

ANNEXATION.

ANNEXATION INCLUDES A TOTAL OF 19.44 ACRES OF UNINCORPORATED LOS ANGELES COUNTY LAND INTO THE CITY OF

LA VERNE AND THIS AREA IS WITHIN THE CITY'S SPHERE OF THE INFLUENCE.

BECAUSE THE PROPOSED PROJECT REQUIRES CITY OF LA VERNE UTILITIES, SEWER AND WATER, THE SITE IS PROPOSED TO BE ANNEXED INTO THE CITY OF LA VERNE'S CORPORATE BOUNDARIES.

ONLY THE SOUTHERN 5.59-ACRE PORTION OF THIS SITE WOULD BE DEVELOPED WITH HOMES AND THE FORMAL ANNEXATION PROCESS WOULD BEGIN WITH LEFT CO ONCE THE PROJECT IS APPROVED BY THE CITY COUNCIL.

IN ADDITION, ATTACK SHARE AGREEMENT BETWEEN THE CITY AND LA COUNTY WOULD NEED TO BE EXECUTED ONCE NEGOTIATIONS FOR THE PROPERTY TASKS ARE COMPLETED.

AT THAT POINT, THIS AGREEMENT WOULD COME BEFORE THE CITY COUNCIL FOR APPROVAL.

BECAUSE THE PROPERTY IS WITHIN THE LA, THE LA VERNE SPHERE OF INFLUENCE, IT HAS AN EXISTING LA VERNE GENERAL PLAN, LAND USE DESIGNATION OF HILLSIDE RESIDENTIAL, WHICH ALLOWS UP TO TWO UNITS PER ACRE.

THE PROPOSED GENERAL PLAN DESIGNATION FOR THIS PARCEL IS LOW DENSITY RESIDENTIAL, UP TO FIVE UNITS PER ACRE, WHICH IS CONSISTENT WITH THE SURROUNDING PROPERTIES TO THE WEST.

THE PROPERTY CURRENTLY HAS A LOS ANGELES ZONING DESIGNATION OF LIGHT AGRICULTURE, 15,000 SQUARE FOOT, MINIMUM LOT SIZE.

THE PROPOSED ZONING IS PLANNED RESIDENTIAL, THREE DETACHED DWELLING UNITS PER ACRE, WITH THE HILLSIDE DEVELOPMENT OVERLAY ZONE.

THE PROJECTS DENSITY COMPLIES WITH THE PR 3D ZONE AND THE PROPOSED GENERAL PLAN LAND USE DESIGNATION.

THIS ZONING IS CONSISTENT WITH THE ADJACENT AND NEARBY PROPERTIES WITHIN THE CITY LIMITS, WHICH ARE SHOWN IN YELLOW ON THE SLIDE.

THE PR 3D ZONE IMPLEMENTS THE PROPOSED LOW DENSITY RESIDENTIAL GENERAL PLAN DESIGNATION AS PREVIOUSLY DISCUSSED, AND ESTABLISHES STANDARDS FOR AN ORDERLY AND HARMONIOUS DEVELOPMENT OF PLANNED RESIDENTIAL UNITS.

THE HILLSIDE DEVELOPMENT OVERLAY ZONE PROVIDES SUPPLEMENTAL STANDARDS FOR THE DEVELOPMENT OF THE CITY'S HILLSIDE AREAS.

THESE STANDARDS RELATE TO FIRE PROTECTION AS WELL AS CITING AND CIRCULATION, AMONG OTHER REQUIREMENTS DETAILED IN THE STAFF REPORT.

THE PROPOSED PROJECT IS CONSISTENT WITH THE HILLSIDE DEVELOPMENT OVERLAY ZONE IN THAT CONSIDERATION HAS BEEN GIVEN TO ALL ASPECTS OF POTENTIAL IMPACTS AND PROJECT MITIGATIONS ARE IMPLEMENTED IN ORDER TO CONFORM WITH THESE AND OTHER REQUIRED STANDARDS.

THE VESTING TENTATIVE TRACT MAP WOULD ALLOW FIVE AND A HALF ACRES OF THE 99 AND A HALF ACRE PARCEL TO BE SUBDIVIDED INTO SEVEN RESIDENTIAL LOTS.

A 2.66 ACRE DEBRIS BASED ON LOT AND NINTH LOT COMPRISED OF 10.75 ACRES, WOULD BE DEDICATED TO OPEN SPACE.

ALTHOUGH NOT FULLY SHOWN ON THE PREVIOUS SLIDE, TRACK MAP COVERS THE ENTIRE 19.44 ACRE PARCEL.

SIX OTHER RESIDENTIAL LOTS RANGE IN SIZE FROM 10,079 SQUARE FEET TO 37, 1408 SQUARE FEET, AND A 36 FOOT WIDE PUBLIC STREET IS PROPOSED TO ACCESS TO HOME FROM BASELINE.

LOT SEVEN IS 152,123 SQUARE FEET AND HAS A PRIVATE DRIVEWAY ACCESS FROM BROKEN SPUR. NEXT SLIDE.

IMPROVEMENTS TO AN EXISTING MAINTENANCE ROAD ARE PROPOSED IN ORDER TO ACCESS A DEBRIS BASED ON LOT WHICH WOULD BE OWNED AND MAINTAINED BY LOS ANGELES COUNTY.

THE CITY RELEASED A REQUEST FOR PROPOSAL FOR AN ENVIRONMENTAL CONSULTANT TO CONDUCT AN ENVIRONMENTAL REVIEW OF THE PROJECT IN ACCORDANCE WITH CALIFORNIA ENVIRONMENTAL QUALITY ACT, ECOTIERRA CONSULTING WAS SELECTED AND IDENTIFIED THE NEED FOR MITIGATED NEGATIVE DECLARATION.

IN NOTICE OF PREPARATION OF AN M&D WAS RELEASED IN DECEMBER 2020 AND CIRCULATED FOR A 30-DAY PUBLIC REVIEW.

ON JANUARY 11TH, 2021, STAFF RECEIVED COMMENTS FROM THE DEPARTMENT OF FISH AND WILDLIFE REGARDING POTENTIAL IMPACTS TO STREAMS AND REPAIRING FOREST, MODIFIED HABITATS AND VARIOUS PROTECTED AND THREATENED WILDLIFE SPECIES.

RELATIVE TO THESE CONCERNS, A REVISED BIOLOGICAL RESOURCES ASSESSMENT WAS CONDUCTED, A NEW ANALYSIS INCLUDING MITIGATION MEASURES WAS INCLUDED IN THE REVISED M&D, WHICH WAS THEN RECIRCULATE IT FOR A 30-DAY PUBLIC REVIEW BEGINNING APRIL 6TH, 2021.

NO ADDITIONAL COMMENTS WERE RECEIVED PERTAINING TO SEQUA.

MITIGATION MEASURES ADDRESSED BIOLOGICAL RESOURCES, CULTURAL RESOURCES, GEOLOGY AND SOILS, NOISE, AND TRIBAL CULTURAL RESOURCES.

IN SUMMARY, AND AS PREVIOUSLY MENTIONED, THE DRC CONDITIONALLY APPROVED THE PRECISE PLAN AND TREE REMOVAL REQUESTS.

ON AUGUST 11TH, 2021, THE PLANNING COMMISSION HELD A MEETING ON THIS MATTER.

ONE EMAIL WAS RECEIVED PRIOR TO THE MEETING AND ONE PUBLIC COMMENT WAS RECEIVED DURING PUBLIC TESTIMONY.

[NOISE] THE PLANNING COMMISSION VOTED UNANIMOUSLY TO RECOMMEND THAT THE CITY COUNCIL APPROVED THE APPLICATION BEFORE YOU TONIGHT.

STAFF DEVELOPMENT REVIEW COMMITTEE AND PLANNING COMMISSION RECOMMEND THAT THE CITY COUNCIL APPROVE THE ANNEXATION REQUEST, GENERAL PLAN AMENDMENT,

WHEN I HEAR VONS, STATER BROTHERS, SPROUTS, ALDI, TARGET, DOLLAR STORES, 99 CENTS STORE, AMAZON FRESH, CVS, RITE AID, AND BIG LOTS, ALL SELLING GROCERY AND ALL SELLING THE SAME THINGS, IT MAKES ME WONDER WHY IT IS WE DON'T HAVE A MORATORIUM AND GROCERY STORES IN LA VERNE BECAUSE THOSE WOULD HAVE THE EQUITY OF TIME HERE HAVE NO BENEFIT OR ADVANTAGE IN THAT INVESTMENT.

IT'S REALLY HARD TO STAY IN BUSINESS THESE DAYS AND EVERYBODY IS SELLING THE SAME THING AND LITERALLY A BLOCK APART.

IN CONCLUSION, I'D LIKE TO ALSO BRING TO YOUR ATTENTION, BUT I'M NOT CONFIDENT THAT THE CITY MANAGEMENT AND THE CITY COUNCIL HAVE DONE THEIR BEST TO MITIGATE SOME OF THE MASKING CONCERNS OR COMPLAINTS THEREOF IN COUNCIL CHAMBERS, BEING WITNESS TO IT AND WATCHING WHAT REALLY GOES ON IN THE CITY COUNCIL AREA.

MANY OTHER CITIES HAVE FOUND A WAY TO ADDRESS THE ALTERNATIVES TO MAKING THEIR SPEAKERS WEAR MASKS WHILE THEY'RE SPEAKING, ONLY SPEAKING.

THE CITY COUNCIL AND THE CITY MANAGEMENT HAVE HAD OVER A YEAR TO FIGURE THIS OUT.

OUR GIRLS ARE PHENOMENAL HERE IN LA VERNE.

THEY SET STANDARDS FOR THE REST OF US TO FOLLOW AND THEY ROLE MODEL REALLY WELL AND I'M EXCITED TO SEE LITTLE LEAGUE HAS SOFTBALL BACK BECAUSE WHEN MY GIRLS WERE YOUNG, WE HAD LA VERNE SOFTBALL ASSOCIATION, WHICH IS A FINAL ORGANIZATION.

MY NIECES WERE ABLE TO PLAY LITTLE LEAGUE SOFTBALL, BUT MY GIRLS WEREN'T.
