AT THE SAME TIME, THE CITY WILL LEASE THAT RIGHT BACK FROM THE JOINT PUBLIC FINANCING AUTHORITY.
SO THIS BODY WILL BE ENTERING INTO SOME LEASE AGREEMENTS AS WELL AS THE CITY.
SO THE AUTHORITY WILL THEN BE IN A POSITION TO RECEIVE RENT PAYMENTS FROM THE CITY, WHICH IT WILL ASSIGN THAT AUTHORITY B VIA AN ASSIGNMENT AGREEMENT TO THE ACTUAL PURCHASER CAPITAL ONE, AND THEREFORE THE CITY WILL BE MAKING LEASE PAYMENTS OR DEBT SERVICE PAYMENTS DIRECTLY TO THE PURCHASER EVERY YEAR.
AND AS MR. RUSSI NOTED, THAT PROPOSITION C WILL LIKELY BE CARRYING THE DEBT SERVICE FOR A WHILE UNTIL THIS INFRASTRUCTURE IS INSTALLED, WHICH WILL ATTRACT THE PRIVATE INVESTMENT, WHICH WILL BRING THE TAX INCREMENT UP THAT WILL THEN BE USED TO PAY THE FINANCING OVER TIME.

AND THEN THAT ASSIGNMENT AGREEMENT I MENTIONED WOULD JUST BE THIS BOARD APPROVING THAT DOCUMENT THAT ASSIGNS THE RIGHT TO RECEIVE THE PAYMENTS AND THE BENEFITS UNDER THE LEASE TO THE PURCHASER.

IN THE BUDGET WE HAVE DEDICATED, IT'S EITHER 250 OR 350,000 OF ARPA FUNDS TO BE DIRECTED TOWARDS THE POLICE DEPARTMENT TO ASSIST WITH HOMELESS ENGAGEMENT, TO TRY AND TO PUT TOGETHER A SPECIAL TEAM.
WE DO NOT HAVE THE RESOURCES TO DO IT ON A PERMANENT BASIS AT THIS POINT, BUT WE DO RECOGNIZE THAT WE ARE GOING TO HAVE TO COME UP WITH SOME PROGRAMS. WE DO HAVE SOME NOW WE WORK THROUGH TRI-CITY AND THE TEAM DOES WORK, BUT WE WILL BE DEDICATING MORE RESOURCES SPECIFICALLY TO THE HOMELESS SITUATION AND IDENTIFYING WHAT WHAT TYPES OF SERVICES WILL BEST ACCOMMODATE THE POPULATION THAT WE HAVE IN OUR COMMUNITY TO HOPEFULLY HELP MOVE THEM OUT OF HOMELESSNESS.
