THIS IS A PROPOSED NEW EXCLUSIVE FRANCHISE AGREEMENT FOR THE TWO CAR SHOWS THAT ARE HELD ANNUALLY IN OLD TOWN LA VERNE BETWEEN THE CITY AND FLYING DEUCES.

THE CITY ENTERED AN AGREEMENT WITH FLYING DEUCES FOR THE LAST THREE YEARS OR PRE-COVID AND THEN WRAPPED UP WITH THIS [INAUDIBLE] IN APRIL.

SO THAT CONTRACT IS NOW EXPIRED.

SO THE CONTRACT AGREEMENT IS MOSTLY THE SAME AS THE PREVIOUS ONE WITH SOME SOME CHANGES REGARDING COMPENSATION.

I'M GOING TO GO OVER THAT WITH YOU TONIGHT.

WHEN THE LAST AGREEMENT WAS ORIGINALLY WRITTEN AND ENTERED AT THAT TIME, IN PREVIOUS TO THAT, THE POLICE DEPARTMENT'S RESERVE OFFICER PROGRAM TRADITIONALLY PROVIDED THE SECURITY FOR THE EVENT, AND IN EXCHANGE, THE PROMOTER WOULD PAY TO THAT PROGRAM $750 PER EVENT TO PAY FOR THOSE COSTS, AS THOSE WERE NOT PART OF COSTS TO THE CITY OF LA VERNE. HOWEVER, UNFORTUNATELY, THE RESERVE PROGRAM IS NOT UP TO STAFF OR NOT MEMBERS TO BE ABLE TO SUPPORT THE APPROPRIATE STAFFING THAT'S REQUIRED BY THE POLICE DEPARTMENT FOR THESE EVENTS.

NOW, IT'S NOT JUST THE CAR SHOWS, IT'S PRETTY MUCH MOST EVENTS IN THE COMMUNITY.

SO THOSE ARE COSTS THAT ARE NOW ABSORBED BY THE CITY'S BUDGET, THE GENERAL FUND BUDGET, BECAUSE AS THESE ARE TYPICALLY OVERTIME HOURS FOR OFFICERS TO BE ABLE TO BE THERE FOR THESE EVENTS. IN ADDITION TO THAT CHANGE, THE FIRE DEPARTMENT NOW HAS WITH THE NEW AMBULANCE OPERATOR OR AO PROGRAM, THE FIRE CHIEF HAS IDENTIFIED HIS DESIRE TO HAVE AOS AT ALL COMMUNITY EVENTS, AND SO THAT IS A BENEFIT BECAUSE IT DOESN'T HAVE STRAIN ON THE FIRE DEPARTMENT'S OPERATION DURING THE EVENT ESPECIALLY IT'S A SIMPLE MEDICAL CALL, BUT THAT'S A NEW THING GOING FORWARD WITH COMMUNITY EVENTS THAT'S RELATIVELY NEW AS WELL UNDER THE NEW AO PROGRAM.

SO THAT'S A NEW CHART.

SO ON PAGE TWO OF THE REPORT, I'VE OUTLINED BASICALLY THE HARD COST TO THE CITY FOR HAVING IN THIS EXAMPLE A CAR SHOW, AND THIS IS PER SHOW WITH OVERTIME BETWEEN THE PUBLIC WORKS DEPARTMENT, WHICH DO A LOT OF WORK FOR THESE EVENTS, STREET CLOSURES, BUT IT'S ALSO PREPPING THE DAYS BEFORE, DURING NORMAL HOURS.

BUT HAVING CREWS OUT THERE TO EMPTY TRASHCANS HELP CLEAN UP.

A LOT OF THOSE OPERATIONS FALL TO THE PUBLIC WORKS DEPARTMENT AND HAVE SINCE THE BEGINNING, BUT IT DOES REQUIRE OVERTIME PAY FOR THOSE STAFF AS WELL.

SO WITH THOSE CHANGES AND AN INSPECTION BY THE FIRE MARSHAL, WE'VE IDENTIFIED THAT THESE EVENTS COST ROUGHLY $8,500 TO THE CITY BUDGET, WHICH ISN'T SPECIFICALLY BUDGETED FOR IN THE CURRENT BUDGET, BUT IT IS COST TO THE CITY, AND TYPICALLY IN PAST YEARS THOSE COSTS ARE JUST ABSORBED IN EACH DEPARTMENT WITH THEIR OVERTIME COST BECAUSE THERE'S OTHER THINGS THAT HAPPEN THROUGHOUT THE YEARS.

SO THEY'RE NOT IDENTIFIED, BUT WE WANTED TO MAKE IT A POINT TO SHOW TO THE COUNCIL WHAT THE COSTS ARE FOR THESE EVENTS.

OVER THE LAST THREE OR SO CAR SHOWS, THE POLICE DEPARTMENT COSTS HAVE BEEN ABSORBED BY THAT DEPARTMENT'S BUDGET BECAUSE AGAIN, THE RESERVE OFFICERS JUST SIMPLY WEREN'T THERE TO BE ABLE TO PROVIDE THE STAFFING.

THERE ARE OTHER SOFT COST.

USE OF CITY EQUIPMENT.

LIKE I MENTIONED, NORMAL STAFF SET UP TIMES ON THE THURSDAY BEFORE THE EVENTS THAT AREN'T NECESSARILY OVERTIME PAY, BUT IT DOES TAKE THOSE EMPLOYEES AWAY FROM OTHER PROJECTS.

THEY COULD BE WORKING ON THE COMMUNITY.

SO THERE IS COST BUT NOT HARD DOLLAR COST TO THE CITY.

IN ADDITION TO THAT, THE POLICE DEPARTMENT HAS IDENTIFIED A NEED FOR A TRAFFIC CONTROL PLAN TO BE SUBMITTED AND APPROVED BY A TRAFFIC ENGINEER.

THIS IS SOMETHING THAT WE ARE NOW REQUIRING FOR ALL SPECIAL EVENTS IN THE CITY.

PRIMARILY FOR LIABILITY REASONS.

WE HAD A TRAFFIC CONTROL PLAN THAT SHOWED WHERE THE STREETS GET CLOSED AND LANES GET CLOSED AND SIGNAGE, ETC, BUT IT WASN'T A FORMAL TRAFFIC CONTROL PLAN AS WAS SUBMITTED BY AN ENGINEER.

SO THAT'S BEEN REQUESTED BY OUR POLICE DEPARTMENT AND STAFF FULLY SUPPORTS THAT, BUT THAT IS A ONE TIME COST OF APPROXIMATELY 6000.

SO AT THEIR JULY 11TH MEETING, THE DOWNTOWN BUSINESS IMPROVEMENT DISTRICT DISCUSSED THESE PROPOSED CHANGES TO THE AGREEMENT, WHICH A MINOR INCREASE IN COMPENSATION DIRECTLY FROM THE ASSOCIATION OR I'M SORRY, THE DISTRICT THE BID WAS PREVIOUSLY [INAUDIBLE] 1750 TO THE PROMOTER PER EVENT THAT'S NOW BEEN AGREED TO GO UP TO $2,000 PER EVENT FOR THE NEXT THREE YEARS, BUT THE TRAFFIC CONTROL PLAN AND THESE HARD COSTS FOR STAFFING ARE NOT BOTH THE BID AND THE PROMOTER HAVE INDICATED THEY CANNOT ABSORB THESE COSTS.

SO IN ORDER FOR THESE TWO CAR SHOWS TO CONTINUE, AS THEY HAVE BEEN WITH THE STAFFING THAT'S BEING REQUIRED BY THE INDIVIDUAL DEPARTMENTS TO PUT IT ON, IT IS AN ADDITIONAL COST TO THE CITY THAT NOT ALL OF IT'S AGAIN, NEW COST, AND A LOT OF IT'S HAPPENED OVER THE LAST COUPLE OF EVENTS, BUT THEY DO COST US MONEY, 8500 PER CAR SHOW WITH ANOTHER ADDITIONAL ONE TIME $6,000 UP FRONT TO HAVE THE NEXT CAR SHOW IN NOVEMBER.

SO STAFF HAS MADE TWO RECOMMENDATIONS TO THE COUNCIL WITH THE WITH THE PROPOSED AGREEMENT.

THE FIRST IS THAT THE COUNCIL CAN APPROVE THE APPROPRIATION FOR THE NOVEMBER EVENT, WHICH WAS 14,500 THE STAFF COSTS AS WELL AS THAT TRAFFIC CONTROL PLAN AND APPROVE THE DRAFT AGREEMENT WITH THEM SO THAT THE PROMOTER CAN MOVE FORWARD WITH PROMOTING THE NOVEMBER EVENT IF THE COUNCIL WISHES TO NOT CONTRIBUTE THAT AMOUNT OF MONEY OR SOMEHOW MAKE MODIFICATIONS.

OTHERWISE, THAT WOULD REQUIRE FOR US TO GO BACK AND NEGOTIATE WITH THE PROMOTER, WHICH MOST LIKELY WOULD PUT THE NOVEMBER EVENT IN JEOPARDY OF OCCURRING JUST BECAUSE OF TIMING.

THE PROMOTER IS HERE TODAY.

HE WOULD HAVE LIKED TO ALREADY START PROMOTING THIS EVENT, THE NOVEMBER EVENT, AND SO AS TIME GETS CLOSER, IT BECOMES HARDER TO ACCURATELY AND EFFICIENTLY PROMOTE THAT EVENT. SO STAFF RECOMMENDATION IS TO APPROVE THE AGREEMENT, RECOGNIZING THE COSTS THAT ARE ASSOCIATED WITH IT, SLIGHT INCREASE WITH THE AO PROGRAM, SOME OF THE FIRE MARSHAL INSPECTIONS AND IDENTIFYING AND RECOGNIZING THE OVERTIME COST TO BOTH PUBLIC WORKS AND POLICE AND APPROVING THE $6,000 FOR THE TRAFFIC CONTROL PLAN.

LIKE I SAID, THE PROMOTERS HERE, IF YOU HAVE ANY QUESTIONS, BUT I'D BE HAPPY TO ANSWER QUESTIONS AS WELL.

SO APPROXIMATELY THAT AMOUNT ANNUALLY, THAT NUMBER PROBABLY WILL GO UP WITH RAISES AND RATES INCREASES ON EMPLOYEES SALARIES , BUT FOR NOW, THIS IS, WE BELIEVE, AN ACCURATE NUMBER FOR THIS COMING FISCAL YEAR.

SO BASICALLY, WE'RE LOOKING AT $14,500, 12,500, IF YOU TAKE THE 2000 OFF FROM THE [INAUDIBLE] THE [INAUDIBLE] AMOUNT IS NOT INCLUDED IN THESE NUMBERS.

SO THAT PAYS SEPARATELY THROUGH THEIR OWN BUDGET.

OKAY, SO THAT'S NOT THOSE AREN'T CITY DOLLARS AND THEY HAVE AGREED TO PAY TO COMPENSATE THE PROMOTER FOR.

SO 14,500 IS REALLY OUR NUMBER.

IT'S THE 6000 FOR THE TRAFFIC CONTROL PLAN, WHICH YOU FEEL IS NECESSARY, WHICH I WOULD AGREE TO, AND THEN THE $8,500 FOR THE HARD COSTS THIS YEAR FOR THAT WITH ALL THE SERVICES RENDERED.

CORRECT. THANK YOU, BUT I ALSO THIS DOES BRING A LOT OF PEOPLE INTO OUR CITY NOTORIETY OF LA VERNE AND TO THE BUSINESS, ESPECIALLY IN THE DOWNTOWN BUSINESS AREA WHERE IT BRINGS IN A LOT OF MONEY THAT DAY THERE, THAT IF IT DID NOT HAPPEN, WOULD NOT BE THERE TO.

SO THE DISTRICT OBVIOUSLY PAYS $2,000 OUT OF THEIR FUNDS FROM OTHER EVENTS BECAUSE THIS ISN'T A TICKET EVENT WHERE THERE'S NO DIRECT REVENUE TO THE DISTRICT.

SOME OF THE BUSINESSES OBVIOUSLY DO BETTER THAT DAY WITH MORE PEOPLE IN DOWNTOWN, BUT IT'S NOT LIKE A TICKETED EVENT, LIKE THE BEER OR WINE ONES.

IT'S DEFINITELY A PLUS FOR OUR COMMUNITY.

ANY TIME WE HAVE AN EVENT, ESPECIALLY THIS ONE, I KNOW THAT THE K-9 BENEFITS TREMENDOUSLY FROM THIS.

I KNOW THAT THEY'RE VERY WELL REPRESENTED.

I KNOW THAT HE GIVES THEM THE BOOTHS AND THE AREA FOR THEM TO ADVERTISE.

L.A. COUNTY DOES HAVE THE HIGHEST AMOUNT OF HOMELESS POPULATION IN THE NATION.

WE'RE GETTING CLOSE TO 80,000.

IT'S AN ISSUE THAT CAN'T BE IGNORED, AND WE'RE LEARNING AND ADAPTING AS WE GO.

WE'VE LEARNED MANY YEARS AGO THAT WE'RE PAST THE DAYS OF THE POLICE DEPARTMENT JUST MOVING SOMEONE ALONG THAT GETS US IN TROUBLE AND WE KEEP THE LIABILITY OF OUR CITY AT THE FOREFRONT. SO AS WE MOVE FORWARD, I JUST WANTED TO PRESENT A COUPLE LITTLE STATS FOR YOU SO YOU HAVE A CLEARER PICTURE ABOUT THE BACKGROUND OF WHAT WE DEAL WITH EVERY DAY, AND THEN YOU'LL SEE THE PRESENTATION, WHICH IS A VERY FLEXIBLE, STRATEGIC PLAN, WE THINK, FOR OUR CITY.

SO ABOUT FOUR AND A HALF YEARS AGO WE REALLY CHANGED THE WAY WE WERE COLLECTING DATA ON HOMELESS.

WE DIDN'T HAVE A GOOD MECHANISM IN PLACE.

SO WHAT WOULD HAPPEN IS WE'D GET A CALL FOR SERVICE, MAYBE THAT SOMEBODY STOLE SOMETHING FROM 7-ELEVEN.

WE GO CONTACT THAT PERSON.

IT WOULD BE A MISDEMEANOR, GIVE HIM A TICKET.

WE DIDN'T GET A STAT FOR THAT AS FAR AS CONTACTING A HOMELESS PERSON BECAUSE IT WOULD COME OUT AS A THEFT CALL.

SO WE HAD TO COMPLETELY CHANGE THE CULTURE OF OUR WHOLE DEPARTMENT THAT EVERY TIME THEY CLEAR CALL FOR SERVICE, IF THEY HAD A CONTACT WITH A HOMELESS PERSON, THEY HAD TO GIVE A SPECIFIC CODE SO WE COULD PROPERLY RUN THE STATS.

SO WITH THAT, OVER THE LAST FOUR AND A HALF YEARS, OUR ACTUAL DATA AND CALLS FOR SERVICE HAVE TRIPLED AND WE AVERAGE ABOUT 130 CALLS A MONTH FOR HOMELESS CULTURE SERVICE. SO THAT'S ABOUT FOUR TIMES A DAY.

SOME ARE QUICK AND SOME ARE A LOT LONGER.

SOME TAKE TWO OFFICERS, SOME TAKE MORE DEPENDING ON THE TYPE OF CALL THAT WE'RE HANDLING , BUT PLEASE KNOW THAT WE WE TAKE THIS VERY SERIOUSLY.

MEASURE H CAME OUT SEVERAL YEARS AGO AND HELPED US BUILD A TEAM ON A TEMPORARY BASIS, AND WE WORKED WITH ALL AGENCIES IN THE SAN GABRIEL VALLEY AND WE TOOK TURNS GOING TO DIFFERENT CITIES ON AN OVERTIME BASIS, AND WE BUILT OUR FIRST WHAT WE CALL HOST TEAM, OUR HOMELESS ENGAGEMENT TEAM.

THEY'RE AN OUTREACH TEAM.

WE LEARNED VERY, VERY QUICKLY WE NEEDED TO GET OUT OF OUR UNIFORMS AND GET A SOFTER OUTFIT TO MAKE US MORE TRUSTWORTHY, TO GAIN THEIR CONFIDENCE IN US THAT WE'RE THERE TO HELP THEM, NOT JUST ARREST THEM.

BECAUSE, AS YOU KNOW, ARRESTING THEM JUST DOESN'T SOLVE THE PROBLEM.

SO AS WE MOVE FORWARD WITH THAT, IF YOU LOOK THROUGH THE SAN GABRIEL VALLEY OF THE CITIES THAT HAVE OPENED THEIR GOLD LINE STATIONS, THEY HAVE HAD INCREASED CALLS FOR SERVICE, MANY OF YOU KNOW. SO WE PULLED JUST A COUPLE OF STATS OF THE TWO BIGGEST CITIES IN THE SAN GABRIEL VALLEY THAT HAD THE MAIN STOPS.

THE FIRST ONE THEIR CURRENT AVERAGE CALLS FOR SERVICES, 400 A MONTH, CITIES A TINY BIT BIGGER THAN OURS, AND THEY STARTED WITH WHAT WE HAVE ABOUT 30 CALLS A MONTH AND NOW THEY'RE AT 400.

THE OTHER CITY ALONG THE FOOTHILLS, THEIR CALLS FOR SERVICE, UNFORTUNATELY, HAVE ALSO TRIPLED, BUT THEIR HOMELESS POPULATION HAS GONE OVER 1,000% INCREASED, AND THIS IS WHY WE CAN'T IGNORE THIS.

THIS IS WHY THIS STRATEGIC PLAN IS SO IMPORTANT, AND AGAIN, WE PUT A LOT OF TIME AND EFFORT INTO IT TO MAKE IT WHAT'S BEST FOR OUR CITY.

SO WITH THIS INCREASED TREND IN OUR HOMELESS POPULATION, THIS IS A PART TIME PROGRAM FOR US WITH THE ARPA MONEY, THIS IS NOT A FULL TIME DETAIL.

SO AS WE ALSO STAFF, I HAVE NO EXTRA OFFICERS, WE STAFF PATROL INVESTIGATIONS AND ALL THE SPECIAL ASSIGNMENTS THAT OUR BEAUTIFUL CITY LOVES, AND NOW WE'RE GOING TO, ON AN OVERTIME BASIS, TRY AND STAFF A PART TIME TEAM, AND WE HAVE A LOT OF VOLUNTEERS THAT ARE WILLING TO MAKE THIS TEAM HAPPEN AND I'M REALLY EXCITED ABOUT IT.

SO WITH THAT, I'VE BEEN ABLE TO DO A LOT WITH IT AND GO TO OTHER CITIES AND KIND OF SEE HOW THEY OPERATE.

SO I HAVE A PRETTY SIGNIFICANT BACKGROUND IN THIS.

LIKE THE CHIEF MENTIONED, CURRENTLY, WE HAVE ABOUT APPROXIMATELY OVER 100 CALLS RELATED TO HOMELESSNESS PER MONTH.

THIS IS ABOUT 10% OF OUR CALLS PER DAY WHERE OUR CITY IS BROKEN UP INTO IT'S BROKEN UP INTO THREE REGIONS.

SO EACH REGION OF OUR COMMUNITY IS ASSIGNED ONE OFFICER.

THESE CALLS TYPICALLY HAVE A NEED FOR AT LEAST TWO OFFICERS.

SO YOU COULD SEE RIGHT AWAY THAT THEY CAN BE VERY TAXING, AND LIKE THE CHIEF ALLUDED TO VERY FREQUENTLY, THEIR TIME CONSUMING, BECAUSE YOU HAVE TO SPEND TIME WITH THEM.

YOU HAVE TO WORK WITH THEM.

YOU HAVE TO BUILD A RELATIONSHIP, RELATIONSHIP WITH THEM, AND YOU HAVE TO BE ABLE TO BUILD SOME TRUST TO MOVE FORWARD WITH SOME TYPE OF SOLUTION.

AS SUCH, THE DEPARTMENT IS CONSTRUCTING A THREE YEAR PLAN TO ADDRESS HOMELESSNESS, INCLUDING WRAPAROUND SERVICES.

WHAT THIS MEANS, IT'S BASICALLY A COLLABORATIVE APPROACH THAT'S TEAM BASED TO SERVICE AND SUPPORT AND PLANNING FOR PEOPLE EXPERIENCING HOMELESSNESS.

THE FOUNDATIONAL PHILOSOPHY IS BASICALLY TO WORK WITH THEM AND IT'S CONCEPT OF DIVERSION.

SO WE'RE TRYING TO GET AWAY FROM JUST NECESSARILY LIKE THE CHIEF ALLUDED TO, WHAT WE WOULD DO IN THE PAST IS KIND OF PUSH THEM ALONG OR WE WOULD MAKE AN ARREST.

WE'RE TRYING TO FIND ALTERNATIVE WAYS TO FIND SOME LONG TERM SOLUTIONS THAT MAY INCLUDE HOUSING, MENTAL HEALTH ASSISTANCE, SUBSTANCE, SUBSTANCE ABUSE ASSISTANCE, SOMETIMES FAMILY REUNIFICATION WITH PEOPLE WITH RELATIVES LOCALLY OR COULD BE OUT OF STATE OR SOMETHING AS SIMPLE AS ACCESS TO MILLS.

THE GOAL IS TO IMPROVE THE QUALITY OF LIFE THROUGH CONSISTENT ENGAGEMENT, OUTREACH AND ENFORCEMENT.

HAVING A PARTNER WHO IS TRAINED AND OTHER MENTAL HEALTH ASPECTS AND CAN OFFER OTHER OPTIONS FOR THEM MOVING FORWARD ALLOWS US OUR GREATEST OPPORTUNITY FOR SUCCESS WITH EACH INDIVIDUAL.

THE SECOND PRONG WOULD BE CREATING BOUNDARIES FOR ENFORCEMENT AND THE DEPARTMENT REVIEWED THE CITY ORDINANCES RELATING TO HOMELESS THE HOMELESS POPULATION AND COMPARED THEM TO THE SURROUNDING CITIES.

THE DEPARTMENT SEEKS TO MODIFY EXISTING ORDINANCES RELATED TO HOMELESS ENCAMPMENTS AND OTHER RELATED ISSUES TO ENFORCEMENT.

WE'VE LEARNED THROUGH GOING TO OTHER DEPARTMENTS AND OUR OWN EXPERIENCES THAT WE'VE DRAWN ON HERE THAT WE NEED TO MODIFY SOME OF OUR ORDINANCES.

THIS IS SOMETHING THAT'S GOING TO BE EVOLVING.

WE MIGHT HAVE TO LOOK AT THIS YEAR TO YEAR TO KIND OF SEE WHAT MODIFICATIONS OR ADDITIONS WE NEED TO ACCOMMODATE OUR COMMUNITY.

CITINET IS A COMPANY WHICH FOCUSES ON SIMILAR OUTREACH PROGRAMS AND PROVIDE SIMILAR SERVICES AS INDICATED ABOVE.

THE CITY OF SAN DIMAS HAD 129.

THE CITY OF POMONA HAD 596 DEATHS.

CITY OF GLENDORA HAD 250.

CITY OF LA VERNE HAD 84.

THE TOTAL OF THESE FIVE CITIES IS 1,148 DEATHS.

I THINK WE TOOK AN ACTION TO COUNCIL YEARS AGO THAT ANY PARK THAT HAS A SPORTS FIELD WAS NOT A PARK THAT WAS DEEMED TO BE HAVING DOGS.

I WANTED TO SHARE SOMETHING THAT WAS THAT WAS SHARED TO ME VIA CASI, BUT IT'S REALLY THROUGH THE POLICE DEPARTMENT AND I DON'T KNOW HOW MANY PEOPLE ARE AWARE OF IT OR HOW MANY PEOPLE KNOW THAT THIS SERVICE IS AVAILABLE, BUT OUR POLICE DEPARTMENT DOES DO A SPECIAL NEEDS REGISTRY. SO THIS IS BASICALLY A TOOL THAT HELPS LV PD WHEN THEY'RE CONTACTING MEMBERS OF THE COMMUNITY WITH PEOPLE THAT MAY HAVE DISABILITIES THAT LIKE AUTISM, SCHIZOPHRENIA, DEMENTIA, ANY MENTAL OR DEVELOPMENTAL DISABILITIES, AND IT'S INTENDED FOR RESIDENTS WHO MAY FIND THEIR COMMUNICATION ABILITIES CHALLENGE OR INEFFECTIVE.

SO THERE IS AN ANNUAL REGISTRATION, THERE'S A FORM YOU CAN FILL OUT, BUT THIS IS JUST REALLY HELPFUL SO THAT IF ANYTHING SHOULD HAPPEN AND SOMEONE IS ENCOUNTERED BY THE POLICE, THE POLICE HAVE THIS INFORMATION SO THAT THEY CAN INTERACT WITH THAT PERSON IN THE CORRECT WAY.

AND SO I'M SURE ALL OF YOU KNOW, SOMEBODY MAYBE WHO HAS AUTISM OR WHO MAYBE IS EXPERIENCING SOMETHING THAT TO MAKE THE INTERACTION WITH OUR POLICE AS SAFE AS POSSIBLE. THIS IS SOMETHING THAT IS AVAILABLE ON THE LA VERNE PD WEBSITE AND I THINK IS PRETTY AMAZING AGAIN THAT OUR POLICE OFFICERS DO.
