THAT WAS JUST BUILT, ISN'T IT? BRAND NEW. WHERE THERE ARE NEIGHBORS, BY THE WAY, WHERE NORM BECAME DEEPLY INVOLVED IN COMMUNITY SERVICE, INCLUDING 20 YEARS AS COORDINATOR FOR THE LA VERNE POLICE DEPARTMENT, RETIRED SENIOR VOLUNTEER PATROL RSVP, AND EIGHT YEARS AS A PLANNING COMMISSIONER.

THROUGHOUT HIS LIFE, NORM RECEIVED NUMEROUS AWARDS, INCLUDING THE JACK HUNTINGTON PRIDE OF LA VERNE AWARD AND RECOGNITION FROM THE CITY COUNCIL FOR HIS SERVICE.

WHAT WE'RE DOING WITH THESE APPLICANTS, BECAUSE NOW WE'RE IN DISTRICTS, IS DOING WHAT'S CALLED A DIRECT APPOINTMENT.

SO EACH OF YOU WILL HAVE A DIRECT APPOINTMENT.

YOU'VE REVIEWED THE APPLICANTS AND THE MATERIAL THAT THEY SUBMITTED.

LASTLY, ON THE NEED TO HAVE INVOLVED CITIZENS, I'VE BEEN UP HERE MANY TIMES IN THE PAST 30 YEARS.

I HAVE APPLIED FOR OTHER COMMITTEES TO BE PASSED OVER EACH TIME.

I'M NOT REALLY BOTHERED BY THAT, BUT I JUST WANT TO POINT OUT THAT ONE TIME IT WAS SOMEBODY NEW TO THE CITY WHO HAD NOT EVEN LIVED HERE A YEAR, AND THEN SOMEONE WITH ZERO BACKGROUND IN THE SUBJECT MATTER AND I WANT I BROUGHT THAT UP BECAUSE I WANT TO MAKE A POINT AND I JUST FOUND THIS OUT.

I WAS THE ONLY CITIZEN OF THE WHOLE CITY WHO ACTUALLY SUBMITTED A COMMENT LETTER ON THE NOP FOR THE CITY'S GENERAL PLAN.

DO WE UNDERSTAND WHAT CHANGES ARE PROPOSED TO LA VERNE AND WHAT'S REALLY GOING TO IMPACT THIS RATE STUDY? WE DON'T REALLY KNOW YET BECAUSE WE'RE STILL GOING THROUGH THE GENERAL PLAN, BUT THE TWO OF THEM TOGETHER MUST BE LOOKED AT.

THE LAST TIME THE CR WAS UPDATED WAS IN 2005, WHERE THEN WE ALSO HAD NINE POLICE OFFICERS THAT WERE OFF, I'M SORRY, VACANCIES AND THEN WE ALSO ADDITIONS TO THAT. IN ADDITION TO THAT, WE ALSO HAD PEOPLE ON IOD, WHICH COMPLICATES THINGS AND ADDS TO OUR OVERTIME AND STRESS TO ALL OF OUR POLICE OFFICERS.

AS YOU'RE WELL AWARE, OUR DEPARTMENT HAS BUDGETED FOR 45 POLICE OFFICERS AND CURRENTLY THERE ARE SIX POLICE OFFICER VACANCIES.

WHICH CAUSED AN INCREASE OVERTIME.

AS YOU WOULD IMAGINE, THAT PLACES A SIGNIFICANT BURDEN ON OUR POLICE OFFICERS, AND THEY'RE WORKING A HUGE AMOUNT OF OVERTIME.

WE ALSO HAVE IN ADDITION TO THE SIX THAT WE HAVE, VACANCIES, THERE ARE SIX POLICE OFFICERS THAT ARE OFF EITHER ON FMLA OR OFF INJURED.

WHICH NOW BRINGS US TO A GRAND TOTAL OF 12 POLICE OFFICERS.

WE WERE SEEKING TO DO IS ENHANCE OUR RECRUITMENT EFFORTS BY UTILIZING OUR OWN EMPLOYEES AND INCENTIVIZING THIS PROGRAM OR UPDATING THE PROGRAM, WHICH WE DID IN THE PAST.

WHO BETTER TO RECRUIT FOR US? SO IF BY CHANCE WE GET TO 45, THEN WE CLOSE THE PROGRAM AND THE PROGRAM WILL STOP.

DURING THEIR REVIEW, THEY SHARED CONFUSION RELATED TO TWO DIFFERENT CLASSIFICATIONS, WITH LIEUTENANT LISTED ON THE CURRENT SALARY SCHEDULE FOR THE CITY FOR FULL TIME EMPLOYEES TO PREVENT COMPACTION ISSUES, AND AS NEGOTIATED WITH THE POLICE MIDDLE MANAGEMENT ASSOCIATION, WHICH IS MADE UP OF OUR LIEUTENANTS.

THE CITY UTILIZES A POLICE LIEUTENANT WITH COMPACTION.

CLASSIFICATION. HOWEVER, THE CURRENT SALARY SCHEDULE ALSO LISTS AN UNUSED LEGACY POLICE LIEUTENANT CLASSIFICATION LINKED TO THE OLD MEDIAN ADJUSTMENT PRACTICE.

ONE IS THE INCREASING TRAFFIC CONGESTION ON OUR MAIN STREETS AND THE ONGOING CUT THROUGH TRAFFIC ON OUR RESIDENTIAL STREETS, WHICH HAS NOT BEEN ADDRESSED, AT LEAST IN MY PURVIEW AND THEN ADDITIONALLY, WHEN THESE DEVELOPMENTS WERE APPROVED AND DISCUSSED THEY WERE ALL UNDER THE IDEA THAT THEY WERE GOING TO PROVIDE ADDITIONAL HOUSING TO PROVIDE FOR FOLKS IN OUR COMMUNITY THAT COULD WORK HERE AND TEACHERS AND POLICE OFFICERS AND THE WHOLE THING AND THAT'S ALL A BUNCH OF MALARKEY, BECAUSE THIS IS PRIMARILY 90% OF THIS HOUSING IS RENTALS.

YOU HAVE PARENTS WHO ARE PAYING HUNDREDS OF DOLLARS FOR REGISTRATION FEES, AND YOU HAVE BOARD MEMBERS ORCHESTRATING A GOFUNDME WITH ZERO ACCOUNTABILITY, PARENTS ASKING TO SEE FINANCIAL DOCUMENTATION NOT BEING PROVIDED.

I DON'T UNDERSTAND HOW A PROGRAM THAT WAS SO FLOURISHING TWO YEARS AGO WHEN THESE GIRLS WENT TO WORLD SERIES AND OUR ENTIRE CITY WAS BEHIND THEM, TO NOW PARENTS ARE BEING FORCED OUT.
