DAN GLUCKSTEIN. HE IS THE MEDICAL DIRECTOR OF INFECTIOUS DISEASE AT POMONA VALLEY HOSPITAL MEDICAL CENTER, AND WE HAVE BEEN DOING A LOT OF WORK TO HELP PREPARE TO MAKE SURE EVERYBODY FEELS CONFIDENT IN OUR ABILITY TO SERVE IN THIS CAPACITY IN A VERY UNPRECEDENTED TIME, CORRECT.

THERE'S TONS OF STUFF OBVIOUSLY COMING FASTER THAN YOU CAN KEEP UP WITH IN MY PROFESSION, AND GETTING ACCURATE INFORMATION AND UNDERSTANDING WHERE THINGS ARE AND WHERE THINGS WILL BE AS WE MOVE FORWARD IS CRITICAL TO WHAT YOU NEED TO DO AS A COMMUNITY AND A CITY AND AS ALL OF US NEED TO DEAL WITH THINGS THAT ARE CHANGING EVERY DAY.

CERTAINLY AS I REFLECT BACK, LOOKING BACK TO LAST WEEK, AS OF A WEEK AGO, NOBODY WAS THINKING ABOUT SCHOOL CLOSURES AND THEN A FEW DISTRICTS CLOSED SCHOOLS.

AND BY THE END OF THE WEEK, PEOPLE WERE WONDERING, WHY ISN'T MY DISTRICT CLOSING? AND CLEARLY NOW WE'VE ACCELERATED EVEN OVER THE WEEKEND AND TODAY WITH LOCKDOWNS, QUOTE, OF CITIES WITHIN CALIFORNIA AND AROUND THE COUNTRY AS THEY CONFRONT THIS PROBLEM.

AND I WANT TO GIVE YOU A LITTLE BETTER UNDERSTANDING IN PARTICULAR ABOUT SORT OF THE DYNAMICS OF THE PROCESS RATHER THAN JUST, OH, HERE'S A CASE, THERE'S A CASE, NOW THERE'S TWO. AND WHAT'S UNDERLYING, WHAT'S GOING ON IN ALL OF OUR COMMUNITIES IN THE NATION AT SOMEWHAT DIFFERENT SPEEDS.

I'VE BEEN THERE SINCE 1988, AND THIS IS CERTAINLY THE MOST CHALLENGING INFECTION, PREVENTION AND CONTROL OUTBREAK WE'VE EVER HAD TO DEAL WITH.

AND CERTAINLY MATCHES, IF NOT, IS A BIGGER THREAT THAN WHAT WE DEALT WITH WITH THE H1N1 VIRUS IN 2009.

SO I HAVE SORT OF A SET OF SLIDES.

I'VE BEEN GIVING VARIANTS OF THIS TALK TO VARIOUS GROUPS AT THE HOSPITAL AND WITHIN THE COMMUNITY OF THE AREA.

SO SOME OF THESE MAY NOT BE RELEVANT AND I'LL JUST SORT OF SKIP THROUGH.

THIS IS JUST SORT OF AN EPIDEMIC CURVE OF WHAT HAPPENED EARLY ON IN WUHAN CHINA, A CITY AGAIN OF ABOUT TWELVE MILLION PEOPLE.

SO REALLY SIMILAR IN SIZE TO LOS ANGELES, PLUS, AND YOU CAN SEE SORT OF OVER TO THE LEFT,

THEY ACTUALLY STARTED TO RECOGNIZE SOME CASES OF AN UNKNOWN DISEASE REALLY EARLY ON IN DECEMBER. AND ALMOST CERTAINLY THEY'VE BEEN GOING ON FOR AT LEAST SEVERAL WEEKS BEFORE CLOSELY ASSOCIATED WITH THIS OPEN AIR MARKET WHERE A LOT OF DIFFERENT ANIMAL PRODUCTS WERE SOLD, AS WELL AS A NUMBER OF OTHER THINGS, SEAFOOD.

AND CLEARLY, THIS IS WHERE THIS PROBABLY STARTED.

THERE WERE SORT OF INDIVIDUAL CASES POPPING UP, AS I THINK YOU'VE ALL HEARD ABOUT THE PHYSICIAN WHO SAID SOMETHING'S GOING ON AND WAS NOT RECOGNIZED AS SEEING THAT THERE IS A PROBLEM IN THE COMMUNITY THAT NEEDED TO BE DEALT WITH FOR A FEW WEEKS.

BUT BY THE END OF DECEMBER, THE SORT OF PHASE OF DENIAL THAT THERE IS A PROBLEM WAS OVERRIDDEN. AND VERY QUICKLY, THE CHINESE EQUIVALENT OF OUR CDC STARTED TO INVESTIGATE WITHIN A WEEK OF RECOGNIZING THE PROBLEM.

THEY ACTUALLY IDENTIFIED THIS NEW VIRUS THAT HADN'T BEEN KNOWN TO INFECT HUMANS BEFORE.

AND THEN WITHIN ANOTHER WEEK HAD A TEST FOR IT.

I MEAN, THAT IS AMAZING SCIENCE.

I REMEMBER BACK WHEN I WAS IN TRAINING AND HIV/AIDS HAD JUST BEEN RECOGNIZED AS A DISEASE. IT TOOK US OVER THREE YEARS TO RECOGNIZE THE VIRUS AND ANOTHER YEAR TO HAVE A TEST. AND THIS WAS ALL ACCOMPLISHED IN TWO WEEKS.

HOWEVER, BECAUSE CASES WERE NOW, INSTEAD OF BEING A COMMON SOURCE IN THE MARKET, WERE NOW SPREADING PERSON TO PERSON WITHIN THE LARGER COMMUNITY OF A VERY LARGE CITY THAT'S ALSO A TRANSPORTATION HUB FOR EASTERN CHINA.

THEY SAW VERY QUICK INCREASES IN CASES IN THE BLUE AND SORT OF THAT'S WHEN THE CASES WERE FIRST RECOGNIZED BY SYMPTOMS. BUT THEN THERE WAS A DELAY IN MEETING TESTING AND/OR OTHER DIAGNOSIS REQUIREMENTS IN TAN.

THEY DID A NUMBER OF RESTRICTIONS, PARTICULARLY ON TRAVEL, ISOLATING PEOPLE AT HOME, SEPARATING SICK PEOPLE FROM OTHER MEMBERS OF THEIR FAMILY.

CLOSING BUSINESSES, WHAT WE'RE CALLING SOCIAL DISTANCING VERY INTENSIVELY EARLY ON, GOT VERY HIGH RATES OF COMPLIANCE, AND YOU CAN SEE THEY HAD SHARP DROP OFFS IN THE CASES IN BLUE BY EVEN THE MIDDLE OF FEBRUARY.

SO THIS DISEASE NOW THERE'S BEEN LOTS OF PUBLISHED STUDIES ON THIS AND SORTING OUT SOME OF THE FINER DETAILS, BUT IT HAS AN INCUBATION PERIOD FROM WHEN SOMEBODY IS EXPOSED TO CAN POTENTIALLY DEVELOP SYMPTOMS OF SOMEWHERE AROUND FIVE TO SIX DAYS, BUT SOMETIMES UP TO TWO WEEKS OR IN RARE CASES, EVEN OVER THREE WEEKS.

IT'S MAINLY SPREAD BY THESE RESPIRATORY DROPLETS, SOMEWHAT LARGER PARTICLES WHEN YOU COUGH OR SNEEZE THAT ARE UP IN THE AIR FOR JUST BRIEFLY AND THEN SETTLED TO THE GROUND, BUT CAN EASILY TRANSMIT THREE TO SIX FEET IF YOU BREATHE THEM IN OR GET THEM IN YOUR FACE OR TOUCH SOMETHING THAT STILL HAS THESE MOIST DROPLETS.

THIS REPRODUCTIVE NUMBER, MEANING ONE PERSON WITH THE DISEASE HOW MANY PEOPLE DO THEY INFECT, IS GENERALLY AROUND TWO TO THREE WITHOUT OTHER INTERVENTIONS.

AND MOST STUDIES WITHOUT A LOT OF SOCIAL DISTANCING OR SOME SORT OF BARRIERS LIKE MASKS AND INTENSIVE HAND HYGIENE, IT'S SOMEWHERE AROUND TWO AND A HALF PEOPLE GET THE DISEASE FROM ONE PERSON.

AND AGAIN, THOSE PEOPLE THEN GIVE IT TO ANOTHER TWO AND A HALF OR SO, AND THAT'S WHERE YOU GET THIS EXPONENTIAL GROWTH THAT ONE PERSON CAN BECOME 2, 4, 8, 16, 32, AND THEN VERY QUICKLY INTO THE THOUSANDS OVER A MONTH AND A HALF OR SO.

YOU CAN LOWER THAT BY BARRIERS TO TRANSMISSION LIKE SOCIAL DISTANCING AND HYGIENE AND MASKS. THE OTHER CONCERNING ITEM IS THAT CLEARLY THERE CAN BE ASYMPTOMATIC TRANSMISSION BEFORE PEOPLE HAVE SYMPTOMS AND POTENTIALLY WE DON'T HAVE IT SORTED OUT YET, BUT IN YOUNGER ADULTS AND CHILDREN, THAT MAY BE WHERE A LOT OF THE INITIAL SPREAD HAPPENS.

BUT AS WELL IT CAN HAPPEN WITH ADULTS.

JUST WHERE THIS DISEASE IS COMPARED TO OTHER DISEASES.

THIS IS A GRAPH OF MORTALITY ON THE VERTICAL AXIS.

AND AT THE BOTTOM IT'S NOT TO SCALE, SO IT JUMPS UP FAIRLY QUICKLY.

AND ON THE OTHER AXIS HORIZONTALLY WHAT THIS R0 IS, HOW MANY PEOPLE GET INFECTED WITHOUT SOME SORT OF INTERVENTION.

SO YOU CAN SEE OVER TO THE RIGHT, MEASLES.

THE AVERAGE PERSON WITH MEASLES WITH AN UNVACCINATED POPULATION CAN INFECT SOMEWHERE AROUND NINE OR 10 PEOPLE.

SO IT CAN SPREAD VERY QUICKLY.

THIS VIRUS IS SORT OF OVER TO THE LEFT AT, AGAIN, ABOUT TWO, TWO AND A HALF FOR HOW MANY PEOPLE GET INFECTED WITH THE MORTALITY RATE OF SOMEWHERE AROUND 1 PERCENT.

AND THAT DEPENDS ON HOW MUCH YOU LOOK FOR MILD CASES AND HOW WELL THE HEALTH CARE SYSTEM CAN TAKE CARE OF VERY SICK PEOPLE.

SO IT'S NOT NEARLY AS BAD AS THE BIRD FLU OR ITS RELATIVES LIKE THE SARS VIRUS OR MERS VIRUS THAT WE SAW EARLIER IN THIS CENTURY, BUT IT CLEARLY IS WORSE THAN OUR USUAL SEASONAL FLU BY A FACTOR OF SOMEWHERE ABOUT 10 TIMES AS LIKELY FOR PEOPLE TO DIE AT ABOUT 1 PERCENT OR SO.

AND SO IT'S IN THIS AREA WHERE IT HAS A FAIRLY LONG INCUBATION PERIOD, SPREADS FAIRLY READILY AND CAN MAKE A FAIRLY LARGE NUMBER OF PEOPLE, IF ENOUGH PEOPLE GET SICK, SUFFER FROM DEATH OR SERIOUS ILLNESS.

SO THE SYMPTOMS ARE FAIRLY NONSPECIFIC AS WELL.

WE ALL GET COLDS AND WE ALL HAVE SOME FEVERS THAT THEY'RE USUALLY MILD WITH THIS DISEASE AND A DRY COUGH. IT'S NOTHING DIFFERENT THAN WHAT YOU MIGHT GO TO THE DOCTOR AND BE TOLD YOU HAVE BRONCHITIS, BUT NOTHING SUPER DRAMATIC.

IT'S NOT YOU'RE FINE, SEVERE CHILLS, FEVER OF ONE HUNDRED AND FOUR, SEVERE MUSCLE ACHES THAT YOU GET TYPICALLY WITH MORE INFLUENZA, IT SEEMS MORE LIKE JUST A CHEST COLD.

AND THAT'S PART OF THE PROBLEM WITH THIS DISEASE AS WELL.

I WON'T SHOW YOU THIS, BUT THE LAB FINDINGS ARE NOT VERY TYPICAL TO SAY SOMETHING IS REALLY WRONG AS WELL.

THEY'RE PRETTY NORMAL IN MOST PEOPLE, AND IT MAY TAKE SOMETHING LIKE CT SCANS TO SHOW ABNORMALITIES IN THE LUNGS.

AS WELL, PEOPLE CAN BE SICK FOR THE FIRST WEEK AND THEN THEY'RE GETTING BETTER, BUT THE PEOPLE WHO TEND TO PROGRESSED TO MORE SEVERE DISEASE AND NEED HOSPITALIZATION, IT HAPPENS MORE IN THE SECOND WEEK OF ILLNESS ALSO.

NOW, THIS IS WHAT'S REALLY DISTURBING, AGAIN, ABOUT A LOT OF THE DATA WE'VE GOTTEN OUT OF CHINA IN THE LAST REALLY MONTH AND A HALF BASED ON THEIR EXPERIENCE NOW OVER TWO MONTHS, IS THAT THE MORTALITY IN PEOPLE OF 80 YEARS AND ABOVE IS ABOUT 15 PERCENT.

THIS MAY CHANGE A BIT BECAUSE IF YOU DON'T FIND VERY MILD CASES IN THE COMMUNITY BY NOT TESTING THEM, YOU MAY MISS PEOPLE WHO HAVE LESS SEVERE DISEASE AND THAT MAY LOWER THE MORTALITY. AND THEN 70 TO 80 OR SO, 8 PERCENT, AND IT DROPS OFF PRETTY DRAMATICALLY, SO BY UNDER-40, IT TENDS TO NOT CAUSE VERY SERIOUS ILLNESS IN VERY MANY PEOPLE.

BUT OBVIOUSLY, IF THOUSANDS AND THOUSANDS OF PEOPLE GET IT WITHIN ANY AGE GROUP, THERE WILL BE SOME HOSPITALIZATIONS AND SOME DEATHS.

BUT PARTICULARLY IN YOUNG CHILDREN UNDER THE AGE OF 10, IT REALLY SEEMS TO BE A BENIGN DISEASE FROM THE POINT OF VIEW OF THEIR HEALTH, BUT WHETHER THEY CAN SERVE TO TRANSMIT IT. THE OTHER PROBLEM IS OTHER SERIOUS DISEASES, HEART DISEASE, HARDENING OF THE ARTERIES , PEOPLE WITH STROKES OR DIABETES OR CHRONIC LUNG DISEASE ALSO HAVE INCREASED MORTALITY.

AND SO THERE IS AN INTERACTION BETWEEN BOTH AGE AND PREEXISTING CONDITIONS THAT MAKES PEOPLE MUCH MORE LIKELY TO GET SERIOUSLY ILL OR DIE FROM THIS.

AND I THINK YOU'VE ALL HEARD NOW ABOUT THIS UNFORTUNATE SITUATION IN THIS NURSING HOME IN KIRKLAND, WASHINGTON, IN THE SEATTLE AREA.

WE HAVE NURSING HOMES THROUGHOUT OUR COMMUNITY, SOME OF WHICH ARE HIGHER ACUITY THAT HAVE PATIENTS ON BREATHING MACHINES, VENTILATORS.

THIS WAS NOT ONE OF THOSE FACILITIES.

THEY HAVE 120 RESIDENTS.

BEGINNING A LITTLE OVER THREE WEEKS AGO THEY STARTED TO NOTICE PEOPLE WERE GOING TO THE HOSPITAL WITH SORT OF A COLD, BRONCHITIS, SHORTNESS OF BREATH SYNDROME.

SO NOW THEY THEY HAVE BEEN PUTTING OUT PRESS RELEASES EVERY DAY, WHICH IS CERTAINLY A WORRISOME SIGN FOR A NURSING HOME.

BUT 66 PEOPLE HAVE BEEN HOSPITALIZED IN 24 DAYS FROM THIS FACILITY.

TWENTY SIX OF THEM HAVE DIED AT THIS POINT, WHEREAS USUALLY THEY HAVE ABOUT THREE TO SEVEN DEATHS PER MONTH AT THIS FACILITY.

SO A DRAMATIC INCREASE IN PEOPLE DYING, FIFTEEN IN THE HOSPITAL AND ELEVEN AT THE FACILITY BECAUSE THEY WERE ON INSTRUCTIONS NOT TO TRANSFER THEM TO THE HOSPITAL IF THEY GOT SICK. TESTING ISN'T DONE ON EVERYBODY YET, AND SOME PEOPLE DIED BEFORE THEY GOT TESTED. BUT 67 HAVE BEEN CONFIRMED POSITIVE AND ONLY 12 HAD BEEN CONFIRMED NEGATIVE OUT OF THOSE 120, NOT ALL OF WHOM COMPLETED TESTING.

SO CLEARLY A VERY BAD DISEASE THAT SPREAD RELATIVELY EASILY IN THIS FACILITY.

THEY HAVE 180 EMPLOYEES.

AS OF LOOKING AT THE REPORT TODAY 102 OF THE EMPLOYEES HAVE SYMPTOMS AS FAR AS COUGH, FEVER, OVER THE LAST SEVERAL WEEKS.

TESTING HAS BEEN SLOWLY COMING BACK ON THEM.

FORTY SIX ARE POSITIVE, 24 NEGATIVE AND AT LEAST ANOTHER 24.

AND IT DOESN'T ADD UP TO ONE HUNDRED AND TWO, SO THEY'RE STILL MISSING A FEW PEOPLE.

SO CLEARLY, A LOT OF EMPLOYEES WERE SICK.

A LOT OF PATIENTS GOT SICK AND THE PATIENTS PAID THE PRICE WITH SEVERE ILLNESS OR DEATH AT A VERY HIGH RATE.

AND CLEARLY, I KNOW YOU HAVE FACILITIES IN THE COMMUNITY AND CERTAINLY IN POMONA AND CLAREMONT IN OUR REGION.

WE HAVE A FAIRLY ELDERLY POPULATION.

AND THIS IS A HUGE CONCERN WITH THE DRIVE TO SAY WHAT CAN WE DO TO PREVENT THESE SITUATIONS? OVERALL, WHAT WE KNOW, WE'RE LOOKING AT SORT OF WHAT HAPPENS WITH DISEASE IN A POPULATION.

ABOUT 80 PERCENT AS BEST WE KNOW, AND WE MAY BE UNDERCOUNTING MILD CASES OR ASYMPTOMATIC CASES, ARE NOT SICK ENOUGH TO NEED REALLY ANY HEALTH CARE, BUT MAY HAVE A MILD FEVER AND A COUGH FOR ABOUT A WEEK AND THEN IT FADES OUT.

THERE ARE CLEARLY CASES THAT HAVE ALMOST NO SYMPTOMS, BUT MAY STILL BE SHEDDING THE VIRUS. ABOUT 20 PERCENT ARE GOING TO NEED SOME SORT OF HOSPITAL MEDICAL CARE, AND GENERALLY ABOUT 5 PERCENT MAYBE IN AN INTENSIVE CARE UNIT, POTENTIALLY WITH LIFE SUPPORT.

AND SOMEWHERE BETWEEN 1 TO 3, 4 PERCENT MAY DIE FROM THIS DISEASE.

USUALLY IF THEY'RE GOING TO DIE AFTER BEING ON VENTILATOR BREATHING MACHINE SUPPORT, IT MAY TAKE SEVERAL WEEKS LATER.

SO THERE'S ALWAYS A LAG BETWEEN NUMBER OF CASES AND THEN SUBSEQUENT DEATHS.

THAT REALLY REFERS BACK POTENTIALLY SEVERAL WEEKS, SO THE DEATHS TEND TO TRACK A LITTLE LATER THAN THE ACTUAL CASES AS FAR AS INCREASING.

WE NOW HAVE SOME POSSIBILITIES FOR SOME MEDICAL TREATMENT WITH THE DRUG.

SO WE'RE TRYING TO WORK ON THAT.

JUST TO GIVE YOU AN IDEA OF THE TESTING ISSUES, BECAUSE THIS HAS BEEN A HUGE PROBLEM IN THE UNITED STATES THAT WE WERE LATE GETTING TESTS OUT AND THEN THERE WERE PROBLEMS WITH THE TESTS. SO WE'VE BEEN REALLY BEHIND BY AT LEAST A MONTH TO A MONTH AND A HALF ON BEING ABLE TO TEST PEOPLE IN THE HOSPITAL, LET ALONE IN THE COMMUNITY AT LARGE, EVEN WITH SYMPTOMS. SO NUMBER OF TESTS PER MILLION PEOPLE.

YOU CAN SEE BAHRAIN HAS DONE HUGE NUMBERS, OVER 6000 PER MILLION PEOPLE.

SOUTH KOREA CLOSE BEHIND AT ALMOST 5000, AND THE UNITED STATES IS HARD TO FIND.

BUT IT'S DOWN FOURTH UP FROM THE BOTTOM.

AS OF THREE DAYS AGO NOW AT 24 PER MILLION PEOPLE.

AS FAR AS ACTUAL LAB TECH TIME IT'S VERY MINIMAL.

IT TAKES MORE TIME TO COLLECT THE SPECIMEN AND GET THE LABELING AND GET IT INTO THE MEDICAL RECORD THAN IT DOES TO ACTUALLY HAVE A TECH, WHEREAS THE CDC TEST IS A MUCH MORE HANDS ON TEST OVER SEVERAL HOURS.

AND CLEARLY, AS IT BECOMES MORE COMMON IN THE COMMUNITY, WE'RE VERY CONCERNED ABOUT DO WE HAVE ENOUGH NURSES AND DOCTORS AND LAB TECHNICIANS TO HANDLE THAT KIND OF SURGE? SINGAPORE AND HONG KONG, BUT YOU CAN SEE ITALY IS NOW STARTING TO BEND THEIR CURVE AS THEY'VE IMPLEMENTED MORE SEVERE RESTRICTIONS ON TRAVEL, BUSINESS ACTIVITY, SCHOOLS, ET CETERA, JUST IN THE LAST LESS THAN TWO WEEKS.

AND BECAUSE OF THIS DELAY OF FIVE TO SIX DAYS FROM GETTING EXPOSED TO DISEASE AND THEN POTENTIALLY TRANSMITTING, YOU WON'T SEE MUCH OF A CHANGE IN ANY OF THESE CURVES UNTIL IT'S BEEN AT LEAST GENERALLY ABOUT TWO WEEKS.

HOW MANY MASKS WE HAVE, HOW MANY GOWNS WE HAVE, HOW MANY GOGGLES WE HAVE? DO WE NEED TO CANCEL ELECTIVE SURGERIES? BECAUSE PARTICULARLY IF WE DON'T WANT EIGHTY YEAR OLDS COMING IN FOR ELECTIVE SURGERY WHEN EVERYBODY ELSE ON THE HALL HAS THIS DISEASE, EVEN IF WE'RE DOING THE BEST INFECTION CONTROL. YOU KNOW, SO THERE'S A LOT OF LOGISTIC ISSUES.

WE'VE HAD SOME VERY GOOD RESPONSES AND WE'VE HAD GOOD RELATIONS WITH SORT OF THE EMERGENCY SUPPLIES FOR JUST THIS SORT OF EVENT.

BUT WHEN WE LOOK AT HOW MANY MASKS WE CAN POTENTIALLY GO THROUGH ON A DAILY BASIS, IT'S VERY SOBERING AND TRYING TO REALLY SHEPHERD THOSE SCARCE RESOURCES AS WE MOVE FORWARD.

SHE'S GOT A PRETTY GOOD EYE ON THAT'S GOING TO BE A PROBLEM AND TRYING TO WORK ON THAT SIDE OF THE ISSUE AS WELL AS WE MOVE FORWARD.

THAT ROUGHLY REPRESENTED A NET IMPACT OF NINE HUNDRED AND THIRTY FIVE THOUSAND DOLLARS IN REVENUE THAT WAS EXPECTED TO COME IN FROM THOSE PLANNING FEES AND OTHER DEVELOPMENT FEES RELATED TO IT THAT ENDED UP NOT GOING THROUGH.

SO THAT WAS OBVIOUSLY THE MOST SIGNIFICANT ITEM IN THE BACKGROUND THERE.

THE OTHER PART IS FIRE OPERATIONS.

THERE WERE CERTAIN VACANT POSITIONS AND THEN THERE WAS, AND THE RELATED OVERTIME DIFFERENTIAL BETWEEN THOSE, AND THEN SOME OF THE AMBULANCE SERVICES CHANGES THAT HAVE COME INTO PLAY. THE GOOD NEWS ON THAT IS THAT A LOT OF IT WAS WE WERE ABLE TO OFFSET DIFFERENT DEPARTMENTS, IDENTIFY SAVINGS, WAS ABLE TO OFFSET A GOOD PORTION OF IT.

THE OTHER WAS SALES TAXES.

WE DID ADJUST UPWARD.

THE REVISIONS TO THAT WERE LARGELY DUE TO THE CHANGES IN THE REPORTING FOR ONLINE RETAILERS SUCH AS AMAZON.

THERE WAS THE [INAUDIBLE] DECISION THAT THE STATE ADOPTED.

SO ANYWAY, WE DID REVISE THAT UP, SO THOSE TWO OFFSET IT TO WHERE THE OVERALL THE NET EFFECT WAS TWO HUNDRED FORTY SEVEN THOUSAND DOLLARS IN ADDITIONAL FUND BALANCE RESERVES THAT NEED TO BE USED.

OF THAT, ONE HUNDRED EIGHTY THOUSAND DOLLARS WAS DUE TO FIRE OVER TIME, FIRE INJURY OVER TIME RELATED ISSUES.

SO THE KIND OF BIG PICTURE THAT'S WHERE WE ENDED UP.

OTHERWISE THE DEPARTMENT'S ACTIVITIES AT MID-YEAR ARE IN LINE, OUTSIDE OF THOSE PARAMETERS, ARE IN LINE WITH WHAT WAS EXPECTED AND WHAT THEY SHOULD BE WITH THE BUDGET, AS YOU CAN SEE FROM THE EXPENDITURE REPORT.

THE OTHER THING IS KIND OF NEW ON THIS REPORT, AND I DO WANT TO WALK THROUGH THEM A LITTLE BIT BECAUSE THEY ARE NEW AND THIS IS KIND OF A POINT AT WHICH YOU SHOULD BE MADE AWARE OF THEM. THERE WERE FOUR SIGNIFICANT ACCOUNTING CHANGES THAT ARE UNDERLYING THIS AND ARE REFLECTED HERE, BUT WE'LL BE REFLECTED GOING FORWARD.

ALSO, SO I DO WANT TO POINT THEM OUT BRIEFLY.

THE DEBT SERVICE FUND, THE CITY HAS A DEBT SERVICE FUND.

IT'S A DEBT SERVICE FUND IS DESIGNED TO KEEP TRACK OF ALL THE DIFFERENT DEBT ACTIVITIES OF THE CITY. BUT IN THIS CASE, WE WERE USING IT FOR ONE DEBT ISSUE, THE 2018 PENSION OBLIGATION BONDS. IT REALLY WAS DEFEATING ITS OWN PURPOSE BY JUST CREATING A FUND JUST TO BASICALLY SHOW TWO PAYMENTS.

SO WE'RE AFTER DISCUSSING WITH THE AUDITORS AND WHAT WAS GOING ON WITH IT.

WE'RE JUST GONNA PUT IT INTO THE GENERAL FUND SO YOU WON'T SEE A DEBT SERVICE FUND, BUT YOU WILL SEE THE PRINCIPAL AND INTEREST PAYMENTS IN THE GENERAL FUND FOR THE 2018 PENSION OBLIGATION FUNDS. THE OTHER ACCOUNTING CHANGE THAT TO BRING YOUR ATTENTION IS THE MIRAMAR DEBT REPAYMENT FUND.

THAT WAS YEARS AGO WHEN THE THREE VALLEYS WATER TREATMENT PLANT WAS PUT INTO PLACE.

THIS WAS ESTABLISHED FOR THE REVENUE BONDS OR THE LEASE REVENUE BONDS AT THE TIME, AND THE FUND WHAT NORMALLY IN 2015 THEY WERE PAID OFF.

SO NORMALLY THE FUND WOULD HAVE BEEN CLOSED OUT IN 2015.

HOWEVER, IT WAS MAINTAINED WITH FUNDS IN IT DUE TO THE FACT THAT THERE WERE, ACCORDING TO THE AGREEMENT WITH THREE VALLEYS, THERE WERE POTENTIAL MAINTENANCE COSTS THAT COULD EITHER BE DIRECTLY PUSHED BACK TO THE CITY AS A SEPARATE BILL OR COULD BE PUSHED INTO THE WATER RATES OF THE RATEPAYERS.

WHAT ENDED UP HAPPENING IS THAT FUND CONTINUED TO COLLECT FUNDS FROM THE RATE PAYERS.

SO IN THE GENERAL OPERATION FUNDS, THE WATER WAS MORE EXPENSIVE TO THE RATE PAYERS.

AT THE SAME TIME, THE FEES TO OFFSET THAT WERE IN THIS MARIMAR DEBT SERVICE FUND.

SO WHAT WE DID THIS YEAR IS BASICALLY REARRANGE THAT SO THAT THE ACTUAL FUNDS, GO WITH WHERE THE COSTS HAVE BEEN ACCUMULATED OVER TIME.

SO THAT'S ESSENTIALLY WHAT HAPPENED WITH THAT CHANGE.

SO THAT EQUIPMENT IS GOING TO REFLECTED IN THAT FUND NOW.

HOWEVER, THE TYPE OF FUND THAT IT WAS WAS NOT CONSISTENT WITH THAT TYPE OF ACCOUNTING ACTIVITY. SO SIMPLY ALL THAT WE'RE PLANNING ON DOING IS RENUMBERING 407 TO 626, SO THAT I T'S THE TYPE OF FUND WE WANT TO KEEP IT IN THE SEQUENCE, LIKE THE EQUIPMENT ON A 624 AND SO ON. SO IT'S JUST A REARRANGEMENT, BUT YOU'LL SEE IT AS 626 NOW THAT IS THE SAME AS 407 . FUND BALANCE IS MOVING, NOT CREATING A NEW FUND, BUT SIMPLY DIFFERENT PRESENTATION OF IT. AND THE FINAL ITEM ON HERE TO NOTE IS FIRE FACILITY FEE FUND 244.

IT WAS THOSE FEES WERE COLLECTED MOSTLY FOR FIRE STATION 3 AND THE HILLSIDE OVERLAY AREA. IN THE PAST ONE THING THAT WE DID PURCHASE IN THERE WAS AN AMBULANCE LAST YEAR, AND THIS YEAR WE HAD THE FIRE ENGINE WAS APPROPRIATED OUT OF 250, WHICH IS ANOTHER LESS RESTRICTIVE FIRE RELATED FUND OF WE'RE SIMPLY ASKING IN HERE IN THE APPROVAL THAT YOU HAVE THAT WE REALLOCATE THOSE FROM 244, THE SAME FUNDS TOWARD THE FIRE ENGINE BECAUSE THEY ARE MORE RESTRICTIVE AND APPROPRIATE TOWARD THAT PURCHASE.

SIMPLY ASKING THAT WE SIMPLY MOVE THE TRANSFER FROM WHERE IT WAS PREVIOUSLY TO THESE FUNDS. AS FAR AS THAT WAS WHAT I HAD KIND OF NOTED AS ISSUES THAT I WANTED YOU TO BE AWARE OF AND TO CALL OUT ON THAT.

RESOLUTIONS 1851 AND 1852 CREATED TWO COUNCIL COMMITTEES, EACH COMMITTEE HAVING TWO COUNCIL MEMBERS WHO PROVIDED ADVICE AND DIRECTION ONLY.

THESE COMMITTEES SERVE THE CITY'S PURPOSES REGARDING NEGOTIATING WITH OUR CITY LABOR GROUPS AND REGARDING LITIGATION INVOLVING THE CITY.

THE COMMITTEE STRUCTURES HAVE BEEN IMPORTANT AND NECESSARY TOOLS OF THIS CURRENT COUNCIL TO ADDRESS COMPLICATED ISSUES.

NOW THAT THE LITIGATION IS RESOLVED AND A MAJORITY OF THE LABOR GROUPS HAVE NEGOTIATED AGREEMENTS, THIS COUNCIL HAS AN OPPORTUNITY TO MOVE FORWARD AND PROVIDE A CLEAR, UNIFIED PATH FOR THE NEW COUNCIL THAT WILL SOON BE SEATED.

OUR WORK TOGETHER IS NOT YET DONE.

I FEEL THAT RESOLUTION 2016 IS A POSITIVE ACTION IN SUPPORT OF OUR INCOMING COUNCIL.

APPROVING RESOLUTION 2016 WILL NOT TAKE AWAY ANY POWER OR AUTHORITY FROM THE NEW COUNCIL.

I ALSO WANT TO TAKE THIS OPPORTUNITY TO CONGRATULATE ALL THE CANDIDATES FOR THEIR WILLINGNESS TO RUN FOR LOCAL OFFICE.

THEY ARE ALL WINNERS GIVEN THE CHALLENGES ONE FACES WHEN RUNNING A CAMPAIGN.

I WANT TO EXTEND A THANK YOU TO COUNCIL MEMBER CHARLIE ROSALES FOR HIS SERVICE TO THE CITY OF LA VERNE. MANY GOOD THINGS HAVE HAPPENED IN LA VERNE BECAUSE OF YOUR DEDICATION, THOUGHTFULNESS AND ACTIONS.

AND FINALLY, I WANT TO EXTEND A THANK YOU TO MAYOR DON KENDRICK FOR HIS MANY YEARS OF SERVICE AS A COUNCIL MEMBER AND MAYOR OF LA VERNE.

AND CONGRATULATIONS TO MR. CROSBY AND MS. LAU. RIGHT NOW WE'RE REALLY FACED WITH SOME SERIOUS STUFF.

AND AS IT'S MORPHING EVERY DAY, AS WE JUST HEARD FROM THE PEOPLE FROM POMONA VALLEY, I THINK WE NEED TO JUST CONTINUALLY DO WHAT WE'RE DOING, KEEPING OUR DISTANCE AND MAKING SURE THAT WE ISOLATE A BIT.

BUT ALSO WE NEED TO MAKE SURE THAT WE PROTECT OUR FIRST RESPONDERS AND ALL OF OUR EMPLOYEES. AND BOB, YOU'VE BEEN DOING THAT, THANK YOU.

BUT OUR POLICE AND FIRE THAT ARE OUT THERE IN THE MIDST OF ALL THIS, TOO, TO TAKE EXTRA PRECAUTIONS, BUT ALSO OUR RESTAURANTS AND ALL OF OUR BUSINESSES.

ONE THING I LEARNED ON CAMPAIGNING IS A LOT OF THESE COMMUNITIES, THEY WERE KIND OF SPLINTERED. AND WITH THIS ELECTION, I KNOW THAT THERE WAS A LOT OF DISSENSION AND STUFF GOING ON, BUT I THINK THE COMMUNITIES REALLY GREW TOGETHER.

IT'S VERY IMPORTANT TO KEEP THAT.

YOU DON'T HAVE TO GO IN THEIR HOUSE, BUT CHECK ON HIM, MAKE SURE THAT THEY'VE GOT THE FOODS. MAKE SURE IF YOU'VE GOT EXTRA SHARE IT.

I KNOW THERE'S BEEN A LOT OF HOARDING AND STUFF GOING ON, AND I UNDERSTAND.

I DO UNDERSTAND A PANDEMIC.

I UNDERSTAND THAT YOU WANT TO HUNKER DOWN, BUT WE'VE GOT TO TAKE CARE OF EACH OTHER.

WE'RE A GREAT CITY, BUNCH OF GREAT RESIDENTS HERE.

WE REALLY NEED TO WATCH AFTER EACH OTHER.
